Eleventh Doctor didn’t use any hard and fast rules that I know of. He generally seemed to admit members who contributed to the overall activity and quality of the Debate Hall, regardless of their personal beliefs. As the legitimate successor of Eleventh, the interim leader will hopefully continue his customs, and of course add their own flair to the position as well.

And the election is over!
Thanks for voting, everyone! With 13 total votes, participation was slightly more than I was expecting. I'll give some background about the results before announcing the winner:
In order to win the election, someone must get over 50% of the vote. In each round, the candidate with the lowest number of votes will be eliminated, and their votes will be distributed to the next candidates on their ballots, until someone gets a majority of the votes. For example, take the following ballot:

8. Miss Friendship
9. Tea Ess
10. Audrey
Woody gets the vote to start with, since he was ranked first. However, if he gets eliminated, the vote will go to Sam, and if she is eliminated, it will go to Belle, and so on. This way, the vote is never "wasted."
This would not normally be an issue with Instant Runoff Voting, but because of the small number of voters, there were a fair amount of ties between candidates. To break ties, I used the sum of all the ranks you were given. For example, if 6 people gave you a #1 rank, 3 gave you a #2 rank, and 4 gave you a #3 rank, your total score would be 6*1 + 3*2 + 4*3 = 24. In the event of a tie, the person with the lower overall score wins. I felt this was the most fair method, given that it takes into account the candidate's overall popularity.
In terms of #1 ranks, TigerShadow got the most at 4, and Belle and Woody each received 2. Blitz, shnoodlec, Miss Friendship, SirWhit, and myself all got one #1 rank.
Keep in mind that getting (or not getting) a #1 rank doesn't necessarily reflect the overall popularity of a candidate. For example, Samantha14 got one of the best overall scores, as well as the most combined #1, #2, and #3 ranks, even without getting a #1 rank.
